A tithi begins and ends at a precise moment, but that moment maps to a different clock time in each city. The observance date is usually the day the relevant tithi is active at local sunrise — so a festival can fall on different Gregorian days in, say, Kolkata versus Mumbai. Are these dates based on Panchang?

What is the difference between Amavasya and Purnima?
Amavasya is the new moon — the last tithi of the waning (Krishna) fortnight. Purnima is the full moon — the last tithi of the waxing (Shukla) fortnight. Diwali falls on a Kartik Amavasya; Holi and many other festivals fall on a Purnima.
What is Ekadashi?
Ekadashi is the 11th tithi of each lunar fortnight, so it occurs twice a month — once in Shukla Paksha and once in Krishna Paksha.
